National Policy Dialogue on Strengthening Climate Adaptation Policy Governance in Madagascar

August 20 - August 21

ALBATROSS will be sharing the key findings from the Multilevel Policy Analysis Report and Policy Brief produced in a high-level government policy dialogue. The National Policy Dialogue is jointly organized by the Government of Madagascar, UNESCO and the ALBATROSS Project Consortium 

The national dialogue will bring together 25-30 participants, including representatives of the following political establishments:

  • Office of the Prime Minister
  • Ministry of Environment and Sustainable Development (MEDD)
  • Ministry of Water, Sanitation and Hygiene
  • Ministry of Agriculture and Livestock
  • Ministry of Fisheries and Blue Economy
  • Ministry of Economy and Finance
  • Ministry of Interior (responsible for Disaster Risk Management through the National Disaster Risk Management Office – BNGRC)
  • National Office for Climate Change, REDD+ (BNCCREDD+)
  • National Office for the Environment (ONE)
  • Madagascar Meteorological Service (Direction Générale de la Météorologie)
  • Universities and research institutions
  • Regional and local government authorities (Regions and Communes)

The National Policy Dialogue is expected to deliver:

  • Increased awareness among policymakers of the key findings and recommendations from the Madagascar policy analysis.
  • Recognize the importance that Nature-based Solutions, climate services, gender-responsive approaches and Indigenous and Local Knowledge and improved coordination plays in climate adaptation.
  • Increased awareness of available ALBATROSS knowledge products and technical resources.
  • Draft insight on strategic areas for collaboration between government of Madagascar and ALBATROSS partners under a Phase II project.

As a result of this dialogue, organisers aim to take the following steps:

  • Consolidate recommendations into a summary report and share with participating institutions to guide follow‑up action.
  • Support national adaptation processes by ensuring dialogue outcomes and policy analysis feed into ongoing climate planning.
  • Inform future collaboration between the Government of Madagascar, the European Union, UNESCO, and ALBATROSS partners (e.g. climate centres).
  • Identify priority technical assistance needs to strengthen capacity for climate adaptation.
  • Enhance partnerships that enable effective implementation of Madagascar’s climate resilience agenda.
