National Policy Dialogue on Climate Adaptation Governance in Madagascar

Antananarivo, Madagascar: 20^th –21^st August 2026

A two-day National Policy Dialogue was held in Antananarivo, Madagascar, bringing together senior policymakers, government representatives and civil society organisations to discuss the findings of the ALBATROSS Project on strengthening climate adaptation governance. Jointly organised by the Government of Madagascar, UNESCO, and the ALBATROSS Consortium members OZA, CERED, and BONDY, the dialogue provided a platform to examine policy evidence, identify gaps and opportunities, and discuss priorities for strengthening climate-resilient development in Madagascar.

Day 1 – Policymakers’ engagement

The first day focused on government policy makers and technical experts. Over 20 representatives from key ministries – including Member of Parliament, Environment and Sustainable Development, Transport and Meteorology, and Livestock, amongst other -shared experiences and discussed effective measures for integrating climate adaptation into national planning. Policymakers reviewed ALBATROSS recommendations across sectors, emphasising the need to align strategies with Madagascar’s long-term climate resilience trajectory.

Day 2 – Civil Society advocacy perspectives

The second day, facilitated by Oxfam South Africa, engaged approximately 20 civil society representatives, including youth organisations, the National Office for Climate Change, the Ministry of the Environment and Sustainable Development, universities, and research institutions. Participants highlighted advocacy priorities and community-driven approaches to strengthen climate governance, ensuring inclusivity and broad stakeholder collaboration and ownership.

Key Outcomes

The dialogue underscored the importance of connecting ALBATROSS recommendations with Madagascar’s ongoing policy processes and national goals. A representative from the National Office for Climate Change noted: “Very soon, we will proceed with the update of the National Adaptation Plan, and this dialogue came at the right time. These recommendations are well received, and we will consider them in the updating of the National Adaptation Plan.”

This recognition highlights the timeliness of the ALBATROSS findings and their potential to shape Madagascar’s forthcoming adaptation planning, reinforcing the country’s commitment to building a resilient, inclusive, and sustainabday 1 – policy makers dialoguele climate future.
